The information collection is necessary to enable the Federal Home Loan Banks (Banks) and, where appropriate, the Federal Housing Finance Agency (FHFA) to determine if a respondent satisfies the statutory and regulatory requirements to be certified initially and maintain its status as a member eligible to obtain Bank advances. Respondents include financial institutions that are or are eligible to become Bank members.

FHFA is publishing a proposed rule that would amend 12 CFR part 1263 to change the way the regulation requires the Federal Home Loan Banks to determine whether an institution is eligible for Bank membership. If adopted as proposed, the rule would add another IC to part 1263 that would impose some additional record keeping and reporting burdens on institutions that choose to provide their Bank with an auditor certification to demonstrate compliance with the new regulatory requirements.
