This information is needed in order to support Federal government national security and emergency preparedness communications programs, for purposes of providing situational awareness of submarine cable system performance as well as a greater understanding of potential physical threats to the system. The Commission has the authority over the licensing of submarine cables in the United States under 47 U.S.C. 34-39 and 47 C.F.R. 1.767.
