This regulation promulgated the policies and procedures for the Water and Waste loan and grant program. The Water and Waste loan and grant program provides loans and grants to fund the development of drinking water, wastewater, and solid waste disposal facilities in rural areas with populations of up to 10,000 residents.

There has been an increase of 1,182 burden hours, from 105,821 to 107,003. The increase in burden is due to agency adjustment because of an increase in the number of applicants who submitted applications for Emergency Community Water Assistance Grants (ECWAG), under 7 CFR 1778. The number of applicants for ECWAG grants increased from 4 to 14 and all of the applicants were awarded grants.
