The Final Rule "Medicare and Medicaid Programs; Electronic Health Record Incentive Program-Stage 2"(77 FR 53967) mandates that the Centers for Medicare & Medicaid Services shall develop a centralized repository for the readiness of public health agencies and registries to accept electronic information related to the meaningful use objectives which must be met by eligible providers to participate in the EHR incentive program. Such a repository allows the over 500,000 eligible professionals and over 5,000 hospitals to query one source of information rather than each reaching out individually to the hundreds of potential public health agencies and registries in the country who may or may not be ready to accept electronic information from electronic health records. By collecting this information centrally and making it publicly available the considerable burden on eligible providers to obtain this information will be nearly eliminated and the burden on the public health agencies and registries greatly reduced. The respondents to this collection are public health agencies and registries that volunteer to respond. They will provide information that will be made public and contact information for their submissions. The publicly available information includes identification of the meaningful use objective supported, date of availability, transport mechanisms, website or other means of obtaining additional information, and the jurisdictions covered by the respondent. Additional information to manage the collection to be provided includes the name of the public health agency/registry, contact name, address, phone number and email. This information will not be made publicly available.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
