Comment 1: This comment was non-substantive
Comment 2: These comments were related to language and questions asked in the applications for enrollment. These comments were reviewed and addressed, as appropriate, with guidance from the Office of General on requirements under the James Zadroga 9/11 Health and Compensation Act of 2010 for determining eligibility as well as required Program notices under the Privacy Act and HIPAA.
