These information collection
requirements are minimal and are used to ensure that motor carriers
have adequate documentation of the systematic inspection, repair
and maintenance programs required by 49 CFR part 393. This revision
is due to a Final Rule entitled,"Inspection, Repair, and
Maintenance; Driver-Vehicle Inspection Report (DVIR)." The final
rule will eliminate the requirement that commercial motor vehicle
(CMV) drivers operating in interstate commerce, except drivers of
passenger-carrying CMVs, submit, and motor carriers retain, DVIRs
when the driver has neither found nor been made aware of any
vehicle defects or deficiencies. This rule also harmonizes the pre-
and post-trip inspection lists.

This program change decrease of
46,669,294 estimated annual burden hours (58,093,888 currently
approved estimated annual burden hours - 11,424,594 proposed
estimated annual burden hours) is due to the elimination of
regulatory requirements that commercial motor vehicle (CMV) drivers
operating in interstate commerce, except drivers of
passenger-carrying CMVs, submit, and motor carriers retain, DVIRs
when the driver has neither found nor been made aware of any
vehicle defects or deficiencies. This proposal was set forth in the
August 7, 2013 NPRM on driver inspection, maintenance and repair of
CMVs, and is adopted in the final rule of December 18, 2014. In
addition, this final rule also harmonizes the pre- and post-trip
inspection lists. The current estimate appearing in ROCIS is
690,843 – this was an estimate of the number of respondents, not
the number of responses, and had not been updated for several
approval cycles. Recently, FMCSA has revised its procedures for
estimating the active number of interstate motor carriers because
many carriers hold multiple registrations and/or USDOT
numbers.
