In the Second Report and Order, PS Docket Nos. 11-153 and 10-255, FCC 14-118, the Commission amended its Part 20 rules to codify the obligation of Commercial Mobile Radio Service providers and providers of interconnected text messaging applications (collectively, covered text providers) to route all 911 text messages to Public Safety Answering Points (PSAPs). The required information collection will assist the Commission in obtaining information from PSAPs that they are technically ready to receive 911 text messages so that covered text providers will have sufficient notice to implement text-to-911 as required. The information collection also includes third party notifications necessary to ensure that consumers, covered text providers, and PSAPs are aware of the limitations, capabilities, and status of text-to-911 service. .
