Abstract: Section 12315 of the Agricultural Act of 2014 established the "Agriculture Wool Apparel Manufacturers Trust Fund" to be used for the purpose of reducing the injury to domestic manufacturers resulting from tariffs on wool fabric that are higher than tariffs on certain apparel articles made of wool fabric. Claimants must submit an affidavit certifying that they meet the eligibility requirements for each program they wish to apply for an annual payment.

Emergency Justfication: FAS is requesting emergency approval for a new information collection. A burden is being imposed on eligible entities who received a share of funds awarded under Section 12315 of the Agricultural Act of 2014 (2014 Farm Bill). Entities will submit affidavits to FAS for payments under the "Agriculture Wool Apparel Manufacturers Trust Fund."

Short Statement: Section 12315 of the Agricultural Act of 2014 (P.L. 113-79) (The Act) authorizes distributions out of the Agriculture Wool Apparel Manufacturers Trust Fund ("Agriculture Wool Trust Fund") in each of calendar years 2014 through 2019, payable to qualifying claimants. Eligible claimants are directed to submit a notarized affidavit, following the statutory procedures specified Section 12314(c) or (d) of the Act. FAS must collect the information provided in the affidavits in order to assess the eligibility of the claimants.
