Abstract: The Detailed Budget Justification is an excel generated project specific budget estimation tool that provides budget data in a clear and concise manner that can be easily reviewed for allowability, allocability, and reasonableness. It also includes a comment section, to clarify each of the budget line items. Other available budget forms do not include a comment section, so additional clarification is required from applicants when those forms are used.

Short Statement: There has been an Adjustment in Item 12 since the collection was first submitted. This change is the difference between the average number of awards in any given year (400) and the total number of awards (406) from the year in which OMB approval was first sought for information collection. It was determined that the average number of awards per year was a better estimate than one lone year's data.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
