Abstract: The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) proposes to establish VA regulations to implement new statutory authority for NCA to provide reimbursement for the purchase of caskets and urns for the interment of the remains of Veterans without next of kin (NOK) and sufficient resource available for burial.

Short Statement: The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) proposes to amend part 38 of title 38 of the Code of Federal Regulations (CFR) to implement a statutory amendment to section 2306 of title 38 of the United States Code, as authorized by Public Law 112-260, the Dignified Burial and Other Veteran Benefits Improvement Act of 2012. The proposed rule would implement regulations governing the provision of a reimbursement for caskets and urns purchased for the remains of Veterans with no known next-of-kin and insufficient resources for burial.
