Prior to the commencement of the Benchmark Survey of Financial Services Transactions Between U.S Financial Services Providers and Foreign Persons forms distribution, the Bureau of Economic Analysis (BEA) shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and BEA leadership from those submitted for review.

The estimated burden of 27,500 hours for the BE-180 benchmark survey is shown as a change due to adjustment in agency estimate. The estimate for the 2014 BE-180 benchmark survey is more than the respondent burden for the previous (2009) benchmark survey of 24,000 hours. The increase in burden reflects an increase in the size of the respondent universe.
