This collection is required to ensure that certain vessels are not loaded deeper than appropriate for safety. Vessels over 150 gross tons or 79 feet in length engaged in commerce on international or coastwise voyages by sea are required to obtain a Load Line Certificate.

The change in burden is an ADJUSTMENT due to a change (i.e., decrease) in the vessel population. The vessel population is derived from the Marine Information for Safety and Law Enforcement (MISLE) database. For this ICR, we added screening criteria to ensure that only active vessels are included in the population. There is no proposed change to the reporting or recordkeeping requirements of this collection. The reporting and recordkeeping requirements, and the methodology for calculation burden, remain unchanged.
