Preconditions				Post Conditions
User is logged on to GMSS. User has started a new Highway Safety Plan. (See GMSS-APP-402-0001 NHTSA Grant Application - Summary Information script for more details on logging in and starting a new HSP.) The GTL has indicated that the State is eligible to apply for the 405(d)-Impaired Mid Range grant while completing their administration steps in GMSS-APP-NHTSA-HQ.				State users are able to complete the 405(d)-Impaired Mid Range section appropriately.

1	All State users	Scroll toward the middle of the page and click on 405(d) Impaired Driving Countermeasures Grants to expand the section.		A link to the State's 405(d) application is displayed. The 405(d) Validation Status should be Not Validated.
2	All State users	Click on the State's 405(d) application link.		The 405(d) application is displayed.
Impaired Driving Information
3	All State users	Check the Certify box under The lead State agency responsible for impaired driving programs will maintain its aggregate expenditures for impaired driving programs at or above the average level of such expenditures in fiscal years 2014 and 2015.		The User is able to check the Certify box.
4	All State users	Check the Certify box under The State will use the funds awarded under 23 U.S.C. 405(d) only for the implementation of programs as provided in 23 CFR 1300.23(j) in the fiscal year of the grant.		The User is able to check the Certify box.
Impaired Driving Plan Details
5	All State users	Verify that the following statement is displayed: Indicate if you would like to use a previously submitted Statewide impaired driving plan that was developed and approved within three years prior to the application due date may, in lieu of submitting the plan required under paragraph (e)(1) of this section, submit the assurances required in paragraph (d) of this section and a separate assurance that the State continues to use the previously submitted plan.		The statement is displayed.
6	All State users	Verify that the link to view the Highway Safety Guidelines No. 8 is displayed. Click on the hyperlink to verify that it is active.		The Highway Safety Program Guideline No. 8 hyperlink is active.
7	All State users	Click the field Continue to Use Previously Sumbitted Plan and select either Yes or No.		The User is able to select Yes or No.
8	All State users	Click on the field below Navigate to Application Documents tab to upload a copy of a Statewide impaired driving plan that contains the following information, in accordance with part 3 of appendix B: (i) Section that describes the authority and basis for the operation of the Statewide impaired driving task force, including the process used to develop and approve the plan and date of approval; (ii) List that contains names, titles and organizations of all task force members, provided that the task force includes key stakeholders from the State highway safety agency, law enforcement and the criminal justice system (e.g., prosecution, adjudication, probation) and, as determined appropriate by the State, representatives from areas such as 24–7 sobriety programs, driver licensing, treatment and rehabilitation, ignition interlock programs, data and traffic records, public health and communication; (iii) Strategic plan based on the most recent version of Highway Safety Program Guideline No. 8—Impaired Driving, which, at a minimum, covers the following— (A) Prevention; (B) Criminal justice system; (C) Communication programs; (D) Alcohol and other drug misuse, including screening, treatment, assessment and rehabilitation; and (E) Program evaluation and data.		The User is able to select New or Revised.
9	All State users	Click the field Date Impaired Driving Plan Approved by Task Force and enter a date.		The User is able to manually enter a date or use the calendar.
Task Force Member Information
10	All State users	Check the Confirm box under Confirm that the list includes name, title and agency for all members of the impaired driving task force?		The User is able to check the Confirm box.
11	All State users	Check the Confirm box under Confirm that the task force includes key stakeholders from the State highway safety agency, law enforcement and the criminal justice system (e.g., prosecution, adjudication, probation) and, as determined appropriate by the State, representatives from areas such as 24–7 sobriety programs, driver licensing, treatment and rehabilitation, ignition interlock programs, data and traffic records, public health and communication.		The User is able to check the Confirm box.
12	All State users	Enter text in the box under Copy the section of the statewide impaired driving plan that contains names, titles and organizations of all task force members, provided that the task force includes key stakeholders from the State highway safety agency, law enforcement and the criminal justice system (e.g., prosecution, adjudication, probation) and, as determined appropriate by the State, representatives from areas such as 24–7 sobriety programs, driver licensing, treatment and rehabilitation, ignition interlock programs, data and traffic records, public health and communication.		The User is able to manually enter or copy/paste text.
Authority to Operate
13	All State users	Check the Confirm box under Confirm that the impaired driving plan describes the authority and basis for the operation of the Statewide impaired driving task force, including the process used to develop and approve the plan.		The User is able to check the Confirm box.
14	All State users	Enter text in the box under Copy the section of the statewide impaired driving plan that describes the authority and basis for the operation of the Statewide impaired driving task force, including the process used to develop and approve the plan.		The User is able to manually enter or copy/paste text.
Application Documents
15	All State users	Click the Upload button.		The Upload Documents window is displayed.
16	All State users	Click the Choose File button to select a document to upload.		The User is able to upload a document.
17	All State users	Click the Save button on the top header.		The 405(d) application information is saved.
18	All State users	Click the Validate Page button on the top header.		The System checks that all of the required fields have a value. If a required field does not have a value, a validation error will display in a yellow banner. The validation error will remain until the user addresses the error. If all fields have a value, the 405(d) status will change to Validated.
19	All State users	Once the system updates the 405(d) application form status to Validated, click the Save & Close button.		The user is taken back to the HSP page.
