Preconditions				Post Conditions
User is logged on to GMSS. User has started a new Highway Safety Plan. (See GMSS-APP-402-0001 NHTSA Grant Application - Summary Information script for more details on logging in and starting a new HSP.) The GTL has indicated that the State is eligible to apply for the 405(d)-Impaired High Range grant while completing their administration steps in GMSS-APP-NHTSA-HQ.				State users are able to complete the 405(d)-Impaired High Range section appropriately.

Impaired Driving Information
3	All State users	Check the Certify box under The lead State agency responsible for impaired driving programs will maintain its aggregate expenditures for impaired driving programs at or above the average level of such expenditures in fiscal years 2014 and 2015.		The User is able to check the Certify box.
4	All State users	Check the Certify box under The State will use the funds awarded under 23 U.S.C. 405(d) only for the implementation of programs as provided in 23 CFR 1300.23(j) in the fiscal year of the grant.		The User is able to check the Certify box.
Impaired Driving Plan Details
5	All State users	Click the field below Indicate if you would like to submit updates to a previously submitted Statewide impaired driving plan that was approved under paragraph (f)(1) of this section or a new Statewide impaired driving plan that includes the following additional information, in accordance with part 3 of appendix B: (i) Section that describes the authority and basis for the operation of the Statewide impaired driving task force, including the process used to develop and approve the plan and date of approval; (ii) List that contains names, titles and organizations of all task force members, provided that the task force includes key stakeholders from the State highway safety agency, law enforcement and the criminal justice system (e.g., prosecution, adjudication, probation) and, as determined appropriate by the State, representatives from areas such as 24–7 sobriety programs, driver licensing, treatment and rehabilitation, ignition interlock programs, data and traffic records, public health and communication; (iii) Strategic plan based on the most recent version of Highway Safety Program Guideline No. 8—Impaired Driving, which, at a minimum, covers the following— (A) Prevention; (B) Criminal justice system; (C) Communication programs; (D) Alcohol and other drug misuse, including screening, treatment, assessment and rehabilitation; and (E) Program evaluation and data.		The User is able to select Submit updates or Submit New.

7	All State users	Check the Confirm box under Confirm that the task force includes key stakeholders from the State highway safety agency, law enforcement and the criminal justice system (e.g., prosecution, adjudication, probation) and, as determined appropriate by the State, representatives from areas such as 24–7 sobriety programs, driver licensing, treatment and rehabilitation, ignition interlock programs, data and traffic records, public health and communication.		The User is able to check the Confirm box.

12	All State users	Verify that the projects added in the HSP are listed in the grid. (Note: For the projects to be listed in the grid, it needs to be added in the HSP -> Program Areas -> Countermeasure Strategies -> Projects -> Add New -> Yes on the Is this project part of the Impaired Driving Activities Plan? question.		The projects are listed.
Application Documents
13	All State users	Under the Application Documents section, click on the Upload button.		The Upload Documents window is displayed.
14	All State users	Click the Choose File button to upload a file and click the OK button.		The document is uploaded in the application.
15	All State users	Click the Save button on the top header.		The 405(d) application information is saved.
16	All State users	Click the Validate Page button on the top header.		The System checks that all of the required fields have a value. If a required field does not have a value, a validation error will display in a yellow banner. The validation error will remain until the user addresses the error. If all fields have a value, the 405(d) status will change to Validated.
17	All State users	Once the system updates the 405(d) application form status to Validated, click the Save & Close button.		The user is taken back to the HSP page.
