Terms of Clearance: The Census Bureau shall continue its efforts to improve response rates for the Manufacturers' Shipments, Inventories, and Orders Survey. Prior to the commencement of the Manufacturers' Shipments, Inventories, and Orders Survey forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2012 Economic Census report forms. The final forms, instructions, and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

These statistics are an essential part of the development of the gross domestic product (GDP), and the survey is designated a "Principal Federal Economic Indicator" by the Office of Information and Regulatory Affairs.
