Participants in the
federally-regulated fisheries in the Exclusive Economic Zone of the
South Atlantic, Gulf of Mexico, and Caribbean are required to
obtain federal permits under the existing permit program for the
specific Fishery Management Plans of each region. National Oceanic
and Atmospheric Administration (NOAA), National Marine Fisheries
Service (NMFS) needs information from the applications and
associated data collections to identify fishing
vessels/dealers/participants, properly manage the fisheries, and
generate fishery-related data. This change request is associated
with Final Rule BD81. Originally new and upgraded VMS were thought
to be required in order to have the prescribed pinging rate in
certain areas. However, the requirement can be met with no changes
to VMS, and thus there is no cost or burden increase.

This change request would
revise the Federal Permit Application Form for Vessels Fishing in
the Exclusive Economic Zone (EEZ) (Federal Permit Application
Form). Amendment 20A to the Gulf and South Atlantic Coastal
Migratory Pelagics FMP (RIN 0648-BD83) will remove the income
qualification requirements for Gulf and South Atlantic king and
Spanish mackerel commercial vessel permits. This removes 98 hours
from the total burden.
