The Safe Havens: Supervised Visitation and Safe Exchange Grant Program (Supervised Visitation) Program provided an opportunity for communities to support the supervised visitation and safe exchange of children in situations involving domestic violence, dating violence, child abuse, sexual assault, or stalking. Studies have shown that the risk of violence is often greater for victims of domestic violence and their children after separation from an abusive situation. Even after separation, batterers often use visitation and exchange of children as an opportunity to inflict additional emotional, physical, and/or psychological abuse on victims and their children. Visitation and exchange services provided through the Supervised Visitation Program reflected a clear understanding of the dynamics of domestic violence, dating violence, sexual assault and stalking; the impact of domestic violence on children; and the importance of holding offenders accountable for their actions. The Grants to Support Families in the Justice System program (referred to as the Justice for Families Program) was authorized in the Violence Against Women Reauthorization Act (VAWA) of 2013 to improve the response of all aspects of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking, or in cases involving allegations of child sexual abuse. The program includes purpose areas previously authorized under the Safe Havens: Supervised Visitation and Safe Exchange Grant Program (Supervised Visitation) and the Court Training and Improvements Program (Courts), along with new purpose areas and applicant requirements.
In order to better support Justice for Families Program grantees as well those OVW grantees or potential grantees engaged in supervised visitation and safe exchange activities in the future, OVW will gather information through an electronic online survey tool about Supervised Visitation Program grantees' experiences, and those of their partners, in providing supervised visitation and safe exchange services to families experiencing domestic violence, child abuse, dating violence, sexual violence, and stalking in their communities. This information will assist OVW in administering future related grant programs and will also benefit other communities that want to consider using funds to support similar services.
