This information collection request (ICR) addendum covers reporting and recordkeeping requirements for persons who manufacture or process (defined by statute to include import) chemical substances as nanoscale materials (also referred to as "nanoscale materials" or "nanomaterials") and is related to a proposed rule issued under the authority of section 8(a) of the Toxic Substances Control Act (TSCA). This ICR addendum will revise the existing approved ICR to incorporate reporting and recordkeeping requirements proposed in the TSCA section 8(a) rule for Certain Chemical Substances When Manufactured or Processed as Nanoscale Materials, identified under RIN 2070-AJ54.

The proposed increase in burden is due to reporting and recordkeeping activities associated with EPA's proposed TSCA section 8(a) rule for Certain Chemical Substances When Manufactured or Processed as Nanoscale Materials. Nanoscale materials or nanomaterials are chemical substances organized in structures in the scale of approximately 1 to 100 nanometers, and may have different organizations and properties than the same chemical substances in a larger size. It is recognized that some of these substances, because of their small size, exhibit novel and enhanced properties not present in substances of larger dimensions. It is also widely recognized that there is limited data available on these types of substances. The proposed reporting of these activities will provide EPA with an opportunity to evaluate the information and consider appropriate action under TSCA to reduce any risk to human health or the environment.
