The CCC requires the information described within this package for the purposes of operating and maintaining the GSM-102 program in a judicious manner. CCC uses the information gathered from exporters and financial institutions to issue payment guarantees.

This is a reinstatement of a proviously approved collection resulting in a program change of 197.00 burden hours. In order to approve a project under the FGP, the statute requires that CCC determine the project will primarily benefit U.S. agricultural commodity exports. The previous rule imposed this analysis on the participant. The proposed rule would shift this burden from the participant to U.S. government staff, thus dramatically reducing the overall burden on respondents.
