Short Statement: With this submission the number of respondents has decreased from 140 to 105. The agency consolidated some written statements increasing the per response time. Also, in this collection package the agency is now accounting for responses and burden hours for forms that were previously accounted for in other collections. As a result of these changes, the number of responses has increased by 637, from 2,804 to 3,441, but burden decreased by 504 hours from 3,787 to 3,283.
