The purpose of CFP is to achieve
community benefits through grants to local governments, Indian
Tribes, and nonprofit organizations to establish community forests
by acquiring and protecting private forestlands. The authorizing
language specifies that the Secretary of Agriculture, acting
through the Chief of the Forest Service, may award grants to
eligible entities to acquire private forests that are threatened by
conversion to nonforest uses and provide specified public benefits
to communities.

The annual number of
applications decreased from 150 to 75, but per response time
increased from 32 to 45 hours based on consulting with several
successful applicants. The increase in per response time was offset
by the decrease in the number of applications received resulting in
a decrease of 78 responses and 1,905 burden hours.
