The collection of information is used by FRA to ensure that tank car owners comply with the requirements of this Safety Directive by inspecting and identifying tank cars in their fleet equipped with any unapproved McKenzie UNNR threaded ball valves. Tank car owners are required to provide the reporting mark and number of each car equipped with any unapproved McKenzie valve and the type of valve each car is equipped with. Tank car owners are also required to create records of each McKenzie valve inspection and keep them for 6 months. FRA inspectors use these records to ensure that inspections are carried out and unapproved McKenzie valves are replaced with FRA approved valves.

This is a request for an extension with change for this information collection submission seeking regular clearance from OMB for the submission previously approved by OMB under Emergency processing procedures. The total number of burden hours for this revised information collection has decreased by 225 hours from the previously approved submission. The change in burden is due solely to adjustments. Adjustments shown in answer to question number 15 of the attached Supporting Justification decreased the burden by 225 hours, and decreased the number of responses by 300. The current OMB inventory for this submission shows a burden total of 500 hours, while the present submission exhibits a total burden of 275 hours. Hence, there is an overall decrease in burden of 225 hours. There is also a decrease in cost to respondents from the previously approved submission. In the last approved submission, the agency estimated that approximately 200 unapproved McKenzie valves would need to be replaced with agency approved valves at a cost of $200 per valve or a total cost of $40,000. In this revised submission, the Federal Railroad Administration estimates that only 50 unapproved McKenzie valves would need to be replaced with agency approved valves at a cost of $200 per valve or a total of $10,000. Hence, there is a decrease in cost to respondents of $30,000. This too is an adjustment.
