Regarding Item 13, the overall decreases in burden hours and costs relative to surveys involves more accurate estimates of the amount of time needed for employers to respond to a survey request (+ 3,600) and more appropriate calculations for the burden on the agency to evaluates survey responses based on the number of surveys rather than the number of employer responses (-12,000). Regarding Item 14, the increase costs reflect 2014 versus 2009 wage rates.
