The subject information collection is
used to determine the amount of, and eligibility for, high-cost
universal service support received by incumbent and competitive
eligible telecommunications carriers (ETCs). The Commission is
proposing to merge currently approved Connect America Phase I and
Phase II information collections from OMB Control number 3060-1188
into this control number. The Commission is also proposing edits to
currently approved FCC Form 481 and its instructions to reflect
this merge. Finally, the Commission is proposing to reduce the
number of respondents to Connect America Phase I incremental
reporting and certification requirements.

The Commission is reporting
adjustments to this information collection which are due to the
consolidation of the information collection requirements contained
in OMB Control Number 3060-1188 into this collection and also the
Commission made adjustments to its previously approved estimates.
Therefore, the respondents increased from 1,857 to 1,957 (100), the
total annual responses decreased from 13,185 to 12,885 (253) and
the total annual burden hours increased from 265,411 to 266,868
(1,457). There are no program changes.
