This generic clearance for NCPC is to collect qualitative data through various tools including public meetings, focus groups, and opportunities for public engagement. For surveys and focus groups, NCPC is approved with the following conditions: 1) Focus groups should be limited size and scope 2) for surveys or focus groups, NCPC will provide OMB with an abbreviated supporting statement with relevant information including need, intended use, description of respondents, information collection procedures, expected response rates, justification for incentive, and estimated burden.

NCPC prepares a comprehensive plan and conducts planning initiatives to protect federal interests in the National Capital Region. NCPC is requesting a Generic Clearance for the Collection of Qualitative Data associated with these initiatives over the next three years. Qualitative public comment is collected for each initiative, using a suite of tools including public meetings, focus groups, and opportunities for the public to voluntarily respond to open-ended questions online and in paper formats. Public comment is used to inform NCPC staff and Commission members throughout the development of plans and studies. Over the next three years, NCPC intends to complete an update to elements of the Comprehensive Plan for the National Capital, including a new urban design element; update the parks and open space element and conduct a study of parks in Washington, DC; advance an initiative for Pennsylvania Avenue; conduct regional climate adaptation and infrastructure studies; prepare one or more viewshed studies; prepare commemoration studies and plans; and develop area-specific plans for federal precincts in the Monumental Core, including the SW Ecodistrict and NW Rectangle.
