The Advance
Monthly Retail Trade Survey (MARTS) ICR submitted for renewal in
2017 must include actual unit response rates, the results of plans
for improving the MARTS response rate, and an updated nonresponse
bias analysis of the survey results. Prior to the commencement of
the Advance Monthly Retail Trade Survey (MARTS) forms distribution,
the Census Bureau shall provide on its Internet site prominent
links to a set of finalized survey forms, including instructions
and cover letters, comparable to those provided for the 2012
Economic Census report forms. The final forms and letters shall
reflect any changes in the survey reference period, OMB number
expiration date, and Census leadership from those submitted for
review.

The purpose of the Advance Monthly
Retail Trade Survey is to collect and tabulate early monthly
estimates of retail and food services sales. These published
estimates are widely used by government and private data users as
the earliest indication of changes in retail sales in the United
States. We mail/fax this survey monthly to a sample of retail firms
in the United States.
On behalf of this Federal agency, I certify that
