The next three-year ICR submission for the Quarterly Survey of Plant Capacity Utilization shall contain a detailed description of efforts to increase response rates and their results as well as results of non-response bias analyses to estimate if non-respondents differ systematically from respondents. Prior to the commencement of the Quarterly Survey of Plant Capacity Utilization letter distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2012 Economic Census report forms. The final forms, instructions, and letters shall reflect any changes in the survey reference period, OMB number expiration date, or Census leadership from those submitted for review.

The survey collects data on capacity utilization from a small sample of manufacturing and publishing establishments in the United States. The data are used by the Federal Reserve Board (FRB) and the Defense Logistics Agency (DLA), both of whom equally share the cost of funding the survey. The FRB uses the data as the primary source of benchmark information for utilization rates as well as an indicator of capital use in the estimation of monthly industrial production. The DLA uses the data to assess readiness to meet demands for goods under select national emergency scenarios.
