to enter the United States. The information collected is necessary

Taking into account the wider
availability of the electronic DS-160 (Online Nonimmigrant Visa
Application) and analyzing previous system failures, we have
concluded that a maximum of 2,000 respondents would complete this
form during periods if access to the primary electronic application
system were unavailable. Therefore, the burden has been reduced to
account for a reduced number of respondents to this form.

1320.8(b)(3).
