JUSTIFICATION OF CHANGE

E-VERIFY PROGRAM WEB REDESIGN

OMB CONTROL NO. 1615-0092

E-Verify is an Internet-based system which allows enrolled employers to electronically verify the employment eligibility of newly hired employees by matching information provided by employees on the Form I-9, Employment Eligibility Verification (Form I-9) against data from the Department of Homeland Security (DHS), the Social Security Administration (SSA), the U.S. Department of State (DOS), and certain state Department of Motor Vehicle divisions (DMVs). E-Verify is administered by U.S. Citizenship and Immigration Services (USCIS).

USCIS is making design changes to E-Verify to provide users with an optimal viewing and interaction experience. The development structure, known as responsive web design (RWD), will make E-Verify easier to read and navigate. It will also allow E-Verify to resize for easier viewing and use on a wide range of mobile devices. Improving E-Verify mobile accessibility will strengthen our support of customers who are incorporating mobile devices into their hiring and human resource processing. It is also in line with the 2014 DHS Appropriations Bill which directed USCIS to enhance mobile accessibility to encourage small business use of E-Verify.

RWD will make the following non-substantive changes to E-Verify:

  • Official DHS Branding: Incorporates DHS Marquee Banner at top of each page in accordance with DHS policy.

  • Rotating Banner: Adds a banner which will be used to introduce new features, news stories and site wide announcements for all users.

  • Message Center: Creates a system wide message center and lays foundation to add a future secure message center.

  • E-Verify News Alerts: Will be featured in the rotating banner and housed in the message center.

  • Company Information: Company name, which is currently found in the Company Profile, will now appear at the top of the screen after login. This will allow users who are managing multiple accounts to immediately recognize which account is active.

  • User Experience: Reordering data entry screens to match Form I-9. This will allow users to logically follow Form I-9 when entering data.

  • Security Statement: Now appears as a pop-up on the log-in screen instead of a separate screen. This reduces the number of clicks required for login.

Because there are no substantive changes to E-Verify or the related information collection, USCIS does not expect that the redesign will affect users’ average response time.

The E-Verify information collection is authorized under Title IV, Subtitle A, of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), Pub. L. 104-208, 110 Stat. 3009, as amended (8 U.S.C. § 1324a note) and, for Federal contractors, under the Federal Acquisition Regulation (FAR) Subpart 22.18, “Employment Eligibility Verification” and Executive Order 12989, as amended.
