The purpose of the Narrative of Changes is to clearly indicate changes to a collection since the previous approval.

FEMA Forms 089-0-10 and 089-0-14 have been updated to reflect the current guiding regulations and updated US&R Program Directives for Grants/Cooperative Agreements and US&R System operations. Changes have also been made to use more straight-forward language to allow for better understanding by the respondents of this collection. See Form Revision Charts (uploaded under supplementary documents) for specific changes to FEMA Forms 089-0-10 and 089-0-14. A new form has been added to this collection, which is FEMA Form 089-0-26.

Explain:

The increase of estimated burden hours from the previous forms collection submission is due to a request to add a form to this collection (Urban Search and Rescue Response System Vehicle Support Unit Purchase/Replacement/Disposal Justification/FEMA Form 089-0-26). The estimated burden hours are an increase of 28 hours (estimating half of the respondents (14) to submit this form each year x 2 hours per response = 28 hours).
