The change in the burden is due to a decrease in the number of respondents. Since the onset of the Post 9/11 GI-Bill the number of individuals utilizing the education programs that require enrollment certifications has drastically decreased. Also, the VRAP program which resulted in a spike of verification of enrollments in 2012 has ended.
