OPPORTUNITY TO COMMENT ON DRAFT REVISION TO OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS PROCEDURE SA-116, “PERIODIC MEETINGS BETWEEN IMPEP REVIEWS” (STC-16-0xx)


Purpose: To provide the Agreement States with an opportunity to comment on the proposed revisions to the Office of Nuclear Material Safety and Safeguards (NMSS) (formerly the Office of Federal and State Materials and Environmental Management Programs) Procedure SA-116, “Periodic Meetings Between IMPEP Reviews.”


Background: This procedure is being revised to reflect the current NMSS organization (post FSME merger), to update with the current practices for periodic meetings between the Integrated Materials Performance Evaluation Program reviews, and allow for the option of not performing a periodic meeting.


Discussion: Enclosed for your review and comment is a draft revision to NMSS Procedure SA-116, “Periodic Meetings Between IMPEP Reviews.” Periodic meetings occur at the midpoint between Integrated Materials Performance Evaluation Program (IMPEP) visits and allow for open discussions with the NRC. The current draft revision also includes a change to allow the option of no periodic meeting being conducted for programs that have been rated as adequate and compatible. The current draft revision is provided in red line strikeout format from the last revision in June 2009 and also a clean (readable) copy. We would appreciate receiving your comments within 30 days1 from the date of this letter.
