Boundary and Annexation Survey (BAS) Response Methods


Digital BAS


Commercial GIS


Digital BAS is designed to accept submissions from experienced geographic information system (GIS) users. Participants modify spatial data provided by the Census Bureau and must format their submission in the acceptable standardized format. Participants can download shapefiles and instructions from the BAS Web site <http://www.census.gov/geo/www/bas/bashome.html> or can request that digital materials are shipped via CD by selecting Digital Materials on the Annual Response Form.


MAF/TIGER Partnership Software (MTPS)


The MTPS is computer-based software application for participants to digitally update Census Bureau spatial data. Using the MTPS ensures that BAS updates are received by the Census Bureau in the acceptable standardized format. Participants must request the most current version of the MTPS each BAS year. Versions of the software from previous BAS years may NOT be used.


To request the MTPS, participants select Digital Materials on the Annual Response Form. Participants may also download the MTPS from the BAS Web site at <http://www.census.gov/geo/www/bas/bashome.html>. The required username and password is on your Annual Response form or call 1-800-972-5651.


Paper BAS


Paper BAS is designed for participants who prefer to update their boundary and geographic information on paper maps. In order to reduce the cost of this survey, the Census Bureau requests that participants view their maps online before requesting paper maps. Paper BAS participants can select only the specific map sheets that require updates on the Annual Response Form.


Participants can view boundaries from the BAS Web site <http://www.census.gov/geo/www/bas/bashome.html>


A Note on the Paperwork Reduction Project


The Census Bureau estimates that it will take most respondents 30 minutes to review the BAS maps on the Web site and complete this form. If you request or download materials, your burden may be 1 to 8 additional hours. This burden may be more or less depending on the number of updates required.
