Clearance is being requested for an
extension to continue administering a follow-up survey. The
extension will allow additional time to locate sample members and
will lead to a higher response rate. For both program and control
group members, the follow-up survey provides data on the outcomes
of recipients 18 months after random assignment. An advance letter
is mailed to study members shortly before fielding of the survey
begins and provides information about the content of the follow-up
survey, average administration time, and how to access the
web-based instrument. Based on prior experience conducting similar
surveys, the response rate is expected to be about 70 – 80 percent
(that is, approximately 2,100 – 2,400 SET study participants are
expected to complete the follow-up survey). Descriptions of the
major content areas of the SET follow-up survey follow. Unless
otherwise noted, the information collected in the follow-up survey
will be collected for use by the study team as an outcome in the
impact analysis. This extension request proposes no changes to the
data collection instrument.
The proposed extension will not
change the total amount of burden associated with the
administration of the follow-up survey. Total burden is expected to
remain at the approved amount of 800 (2,400 interviews × 20 minutes
per interview).
