Terms of Clearance: OMB appreciates Treasury’s commitment to building an evidence base to support Department decision-making. Unfortunately, the proposed evaluation fails to meet OMB standards for rigor and has accordingly been disapproved. The methods and statistical power of the proposed design are insufficient to ensure the quality of information required to meet the stated analytic goals. We encourage Treasury to resubmit the collection after carefully considering the comments provided by the National Center for Education Evaluation, as well as the OMB comments. Prior to resubmitting the collection, Treasury should reach out to OMB to discuss the degree of public comment that will be required based on the changes to the study design and/or analytic goals.

Abstract: The Department of the Treasury, Office of Consumer Policy, will use a combination of in-person interviews and web-based products to survey high school students and classroom teachers from approximately six to eight high schools to participate in the evaluation of the Thrive ‘n’ Shine Financial Capability curriculum and technology application (app). The information collections are planned to be implemented in the classroom setting in spring 2016. The data collected will be used to evaluate the effectiveness of the new financial capability curriculum and app.
