to a Proposed Rule for Approval by the Office of Management and
Budget: Forms EOIR-31 (Request for Recognition of a Non-Profit
Religious, Charitable, Social Service, or Similar Organization),
EOIR-31A (Request by Organization for Accreditation of NonAttorney Representative), and EOIR-44 (Immigration Practitioner
Complaint Form)

Attached is the information collection request (ICR) for the Forms EOIR-31
(OMB#1125-0012), EOIR-31A (OMB#1125-0013), and EOIR-44 (OMB#1125-0007), as
required for certification and submission to the Office of Management and Budget. The purpose
of these forms is to allow authorizing representatives of non-profit religious, charitable, social
service, or similar organizations to represent persons in proceedings before the Executive Office
for Immigration Review (EOIR) and the Department of Homeland Security (DHS), and for an
individual to file a complaint against an immigration practitioner authorized to practice before
EOIR or DHS. This information collection is contained in a proposed rule submitted to the
Federal Register for publication today. As such, please transmit to OMB upon receipt.
