Abstract: NEFRLS is a Web-based database enabling FEMA to provide a nationally available and recognized database allowing adults (including medical patients) that have been displaced by a Presidentially-declared disaster or emergency to voluntarily register via the Internet or a toll-free number. This database will then allow individuals to search for displaced friends and family, and household members. Congress mandated that FEMA establish NEFRLS in the PKEMRA Section 689c.

Short Statement: There was an adjustment increase in burden hour per respondent from 10 minutes to 15 minutes when taking registration using the NEFRLS 1-800 number registration based on two NEFRLS call center drills conducted in July 2013 and August 2015. There also was an adjustment in the percentage of estimated callers to the 1-800 number from 75% of all registrations to 25% of all registrations from a total number of 42,000 respondents to 14,000. This resulted in a net decrease in burden minutes from 7,000 to 3,500 (-3,500 minutes). There are no changes to the information being collected. There is, however, an adjustment increase in burden hour per respondent from 5 minutes to 10 minutes for respondents using the internet registration. This increase in minutes is based on NEFRLS drills conducted in July 2013, December 2013 and August 2015. There also was an adjustment in the percentage of estimated internet registration from 25% of all registrations to 75% of all registrations from a total number of 14,000 respondents to 42,000. Therefore the adjustment increased from 1,167 to 7,140 burden hours (+5,973).
