Terms of Clearance: In accordance with 5 CFR 1320, the information collection is approved for 6 months as an emergency clearance to meet Consolidated Farm and Rural Development Act requirements. If USDA/RHS decides to continue use of the collection past the approved emergency clearance time period, it must resubmit an ICR to OMB under the normal PRA clearance process. This includes addressing any public comments received in response to the related FR notice. In addition, USDA/RHS is prohibited from using the new Form 3570-4, referenced in the supporting statement, during this emergency clearance time period.

Abstract: The Community Facilities Technical Assistance and Training (TAT) is a competitive grant program which the Rural Housing Service (RHS) administers. Section 6006 of the Agriculture Act of 2014 authorized grants be made to public bodies and private nonprofit corporations (including Indian Tribes) that will serve rural areas for the purpose of enabling the grantees to provide to associations technical assistance and training with respect to essential community facilities authorized under Section 306(a) (1) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)). Grants can be made for 100 percent of the cost of assistance.
