These additions/amendments to the
Animal Welfare Act (AWA) program, regulations, and activities
ensure the humane handling, care, treatment, and transportation of
marine mammals in captivity.The records and reports provide the
Animal and Plant Health Inspection Service (APHIS) with the data
necessary for the review and evaluation of program compliance by
regulated facilities, and provide a workable enforcement system to
carry out the requirements of the AWA, and the intent of Congress,
on a practical daily basis without resorting to more detailed and
stringent regulations and standards which could be more burdensome
to regulated facilities.
