Abstract: DOL is funding twenty local workforce investment boards to implement the Linking Employment Activities Pre-Release (LEAP) program, which strengthens connections between public workforce systems and local correctional facilities by establishing satellite American Job Centers within local jails. The LEAP Evaluation, sponsored by DOL's Chief Evaluation Office, will use (1) semi-structured interviews with program administrators and managers; (2) focus groups with front-line staff, representatives from LEAP partner organizations, and program participants; and (3) respondent information forms from focus group participants, in order to learn how the program was implemented.
