The information collected is used by FRA to ensure that the Congressional mandate to require railroad carriers to establish and maintain a toll-free telephone service to report emergencies at all public, private, and pedestrian grade crossings for right-of-way over which they dispatch trains will be carried out. The information collected is also be used to monitor and enforce compliance with the agency regulation that carries out the Congressional mandate.
The burden for this information collection has decreased by 24,603 hours from the last approved submission. The decrease in burden is solely the result of adjustments, which are completely delineated in the table provided in the answer to question number 15 of the attached Supporting Justification.
Total adjustments in the provided table decreased the burden by 24,603 hours and decreased the number of responses by 49,196.
The current OMB inventory for this information collection shows a total burden of 56,308 hours, while the present submission exhibits a total burden of 31,705 hours. Hence, there is a burden decrease of 24,603 hours.
The cost to respondents has decreased by $551,604 from the last approved submission. The decrease in cost to respondents is due to an adjustment in the estimate for the one-time sign installation requirement being completed by railroads and the cost for only 4,000 replacement signs being included in the current costs to respondents. Thus, the estimated cost to respondents went from the previous $805,993 to the current $254,389. Hence, there is the decrease in cost of $551,604.
