This Information Collection covers the
Rural Utilities Service (RUS) Telecommunications Operating Report,
the Broadband Operating Report and RUS Form 674, "Certificate of
Authority to Submit or Grant Access to Data". The operating reports
provide vital financial information necessary to ensure the
maintenance of the security for Government loans consistent with
due diligence. Data collected enables the agency to ensure the
provision of quality telecom, electric and broadband service as
mandated by the RE Act.

There was a program adjustment
resulting in an increase of 3,839 annual burden hours (from 2,910
to 6,749) due to a combination of factors including: 1) an increase
in the overall number of program respondents, specifically RUS
Broadband borrowers, by 50 (from 597 to 647), an increase in the
reported time required by respondents per response (from 3.67 to
6.36 hours) and a requirement by the program that respondents with
potentially at-risk loans provide quarterly reports instead of
annual reports.
