Abstract: The BLM requests revision of control number 1004-0201 (expiration date: January 31, 2018) to add new elements to the existing information collection activity labeled “Plan of Development, 43 CFR 3931.11." Those new elements are included in a final rule: Oil Shale Management  General, RIN 1004-AE28. The BLM requests that the expiration date for control number 1004-0201 remain January 31, 2018.

Short Statement: At present, the OMB control number 1004-0201 authorizes 308 burden hours and no non-hour costs for each plan of development (POD). The final rule revises 43 CFR 3931.11 in order to comply with an agreement in settlement of litigation. This revision is a program change to the information collection activity for PODs. The numbers of responses annually will not change, but the approved number of burden hours for each POD has increased from the approved number (i.e., 308) to the requested number of 468 burden hours.
