The Department plans to issue a Notice of Proposed rulemaking governing the quality of teacher preparation programs. This information collection governs the method by which institutions and States will report program information that will enable States to robustly identify program quality metrics. Title II of the Higher Education Act of 1965, as amended (HEA), established the Title II Teacher Quality Accountability data collection and report to the U.S. Congress to provide more meaningful data on teacher preparation program quality (Title II reporting system). Although the statutory reporting requirements for States and institutions of higher education (IHEs) in section 205(a) and (b) are extensive, a chief purpose of this reporting is to improve the overall quality of teacher preparation programs and the programs ability to produce teachers who are well-prepared to teach when they enter the classroom. The data that are have been collected and reported to date have not led to greater identification of significant improvements in teacher preparation program performance in part because the data are not based on meaningful indicators of program effectiveness. The major benefit of these requirements, taken as a whole, would be better publicly available information on the effectiveness of teacher preparation programs that would be able to be used by prospective students in choosing programs to attend; employers in selecting teacher preparation program graduates to recruit, train, and hire; States in making funding decisions; and teacher preparation programs themselves in seeking to improve. The Department is seeking this revision to additionally require States to report on teacher preparation programs provided through distance education under the Title II reporting system. This Information Collection Request (ICR) relates to 1840-0744; however ED is requesting a new OMB control number for this ICR. The 1840-0744 is currently pending to extend the current expiration date beyond 4/30/2016. Once the rule of this ICR becomes final, ED will transfer it to 1840-0744 and then file a discontinuation for the new OMB control number.
