The Trade Activity Participant Report
(TAPR) is a data collection and reporting system that supplies
critical information on the operation of the Trade Adjustment
Assistance (TAA) program and the outcomes for its participants.
Information is required to be collected by state, and is used by
local, state, and federal agencies to (1) report program management
information to Congress and other Federal agencies, and (2) to
improve the effectiveness of job training programs.
Total burden remain unchanged.
Time burden established in Table 12B of proposed ICR above differs
from previous estimate because of changes to estimated number of
responses. The previously approved collection provided an estimate
of responses based on total number of records reported annually
(450,000) rather than participants (who represent third party
disclosure). A single participant will be represented repeatedly in
successive quarterly records, but the input provided by the
participant is generally “one time.” Based on current reporting
volumes, the correct number of unique respondents subject to data
collection for third party disclosure is 50,000 annually.
Correspondingly, the time burden for each unique “participant”
respondent is estimated at 12 minutes, or 0.2 hours. This leads to
a net increase for the “participant” level time burden of 10,000
hours.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
