In the next
submission of the ICR for the Commodity Flow Survey (CFS), the
Census Bureau shall include a more comprehensive description of
specific uses of the Commodity Flow Survey for each agency listed
as a user of CFS estimates. Prior to the commencement of the
Commodity Flow Survey distribution, the Census Bureau shall provide
on its Internet site prominent links to the finalized survey,
including instructions and cover letters, comparable to those
provided for the 2012 Economic Census. The final survey and letters
shall reflect any changes in the survey year, OMB number expiration
date, and Census leadership from those submitted for review.

The 2017 Commodity Flow Survey will
provide the only comprehensive source of multi-modal, system-wide
data on the volume and pattern of goods movement in the United
States. Federal, State, and local governments use the data for
making informed decisions for developing and maintaining an
efficient transportation infrastructure that supports economic
growth and competitiveness. The CFS will collect shipment data from
establishments involved in manufacturing, mining, wholesale, and
selected retail and services, as well as from auxiliary
establishments that support these industries.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
