Introduction

Hello, I’m [INTERVIEWER NAME]. I work for the Census Bureau. Thanks for agreeing to help me today.

INTERVIEWER: Introduce process informally and begin to establish rapport. Be sure to make the following points:

  • Today I will ask you to fill out a survey that it is still in development.

  • The survey is about awareness of the Census and participation in the Census

  • We are planning to send this survey by mail and to give people the option to answer the survey on the internet

  • We want to understand how people respond to the questions, and what they think and feel about them.

  • This will help us evaluate the survey and see if there are any ways to make it easier to fill out.

  • We are especially interested in your feedback about how well we are asking those questions and how we could improve them.

  • If you have any questions or concerns at any point during the process, or any other feedback, please just let me know.

  • I want to emphasize that my only purpose today is to see how well the survey works for people. Any information that you choose to share will not be shared in reports in a way that identifies you.

We are scheduled to be here for about 90 minutes, and I won’t keep you any longer. As a thank you for your help, we will give you $40 after the interview is completed.

Before we begin, do you have any questions about the process?

Informed Consent

  • HAND RESPONDENT A COPY OF THE CONSENT FORM.

Before we start, I would like you to read over the document in front of you. This document explains a little bit about this interview and provides information about your rights as a participant, such as that all information you provide is confidential and we won’t share your name or any other personal information. It also asks for your permission to have this session audio recorded so that I can concentrate on you what are saying rather than having to take notes. Please ask me any questions you have about this document. Once you have finished reading the document, please sign and date it.

  • PARTICIPANT READS FORM THEN SIGNS AND DATES FORM.

  • INTERVIEWER SIGNS AND DATES FORM.

Thank you for signing the consent form. I will also sign this form to show that I agree to everything in the form.

  • [IF PARTICIPANT PROVIDES CONSENT TO HAVE THE SESSION AUDIO-TAPED]

I will now turn on the audio recorder.

Thinkaloud Practice

Before you get started, let me add something. I am most interested in the process you go though in your mind when you answer the questions. So as you are filling out the form, I would like you to tell me everything that you are thinking. Please remember that I am really interested in how the form works for you, so there are no right or wrong answers. We didn’t create the form so don’t feel like to have to hold back your opinion.

I know this process might seem odd, so let’s do a practice question to give you an idea of what we are looking for. Remember to think aloud as you answer.

How many windows are there in your home?

  • [PROBE/ENCOURAGE AS NEEDED]

    • What are you thinking about?

    • How did you come up with your answer?

    • I noticed that you hesitated. Can you tell me what you were thinking?

Great. So as you go through the survey, I’d like you to say out loud what you are thinking. This will give me a better idea of how the survey is working for you. I may remind you periodically to think out loud if you forget. Do you have any questions for me?

This survey is being conducted by PSB Research, an independent research company working on behalf of the U.S. Census Bureau. Completing this short 15-minute survey will help the U.S. Census Bureau conduct the 2020 Census.

Here is some helpful information:

  • This survey should be completed by the person who typically opens the mail for your household.

  • You can validate that this survey is a legitimate federally-approved information collection using the U.S. Office of Management and Budget approval number XXXX-XXXX, expiring on XX/XX/XXXX. Federal agencies may not sponsor surveys without a valid control number.

  • To learn more about this survey go to: www.census.gov/CBAMS or call 1-800-XXX-XXXX.

  • You can choose not to answer any question and you can end the interview at any time.

  • Responses are voluntary, but your opinion is important. The Census Bureau will use the results of this survey to help plan for the upcoming population count.

  • We intend to keep your answers anonymous by not asking for your name or other personal information that could easily identify you. Your household was selected at random to take part in this important research study sponsored by the U.S. Census Bureau.

Please start filling out the form and remember to say out loud what you are thinking as you go through it.
