Abstract: DOJ’s Civil Rights Division, Disability Rights Section (DRS), is requesting PRA approval of a new collection that would request individuals who are blind and use screen reader software to interact with Web content that has higher accessibility and lower accessibility in order to assess potential benefits of time savings individuals may experience when interacting with accessible Web content.

Short Statement: DOJ’s Civil Rights Division, Disability Rights Section (DRS) proposes to have participants who are blind and use screen reader software to interact with Web content that has higher accessibility and lower accessibility in order to assess potential benefits of time savings individuals experience when interacting with accessible Web content. This information will be used by DOJ for the purpose of monetizing the benefits of requirements that could be imposed by the DOJ's Web accessibility rulemaking. The information obtained (i.e., potential time savings) will assist DOJ to quantify the benefits of Web accessibility for individuals who are blind and use screen reader software. DOJ may also use this information for similar purposes in future rulemakings that impose Web requirements, such as the Nondiscrimination on the Basis of Disability; Accessibility of Web Information and Services of Public Accommodations that is on DOJ's long-term regulatory agenda (RIN 1190-AA61).
