SUPPLEMENTARY INFORMATION: This
proposed information collection was
previously published in the Federal
Register (80 FR 66915) on October 30,
2015, allowing for a 60-day comment
period. This notice allows for an
additional 30 days for public comments.
This process is conducted in accordance
with 5 CFR 1320.10. CBP invites the
general public and other Federal
agencies to comment on proposed and/
or continuing information collections
pursuant to the Paperwork Reduction
Act of 1995 (Pub. L. 104–13; 44 U.S.C.
3507). The comments should address:
(a) Whether the collection of
information is necessary for the proper
performance of the functions of the
agency, including whether the
information shall have practical utility;
(b) the accuracy of the agency’s
estimates of the burden of the collection
of information; (c) ways to enhance the
quality, utility, and clarity of the
information to be collected; (d) ways to
minimize the burden, including the use
of automated collection techniques or

Abstract: 19 U.S.C. 1498 provides that
when personal and household effects
enter the United States but do not
accompany the owner or importer on
his/her arrival in the country, a
declaration is made on CBP Form 3299,
Declaration for Free Entry of
Unaccompanied Articles. The
information on this form is needed to
support a claim for duty-free entry for
these effects. This form is provided for

I. Background

In accordance with the
Privacy Act of 1974, the Department of
Homeland Security proposes to
establish a new Department of
Homeland Security system of records
titled, ‘‘Department of Homeland
Security/ALL–038 Insider Threat
Program system of records.’’ This
system allows the Department of
Homeland Security to manage insider
threat inquiries, investigations, and
other activities associated with
