The Bureau of Justice Statistics (BJS) requests clearance to conduct the 2016 Survey of State Criminal Investigative Agencies on Law Enforcement Use of Force (SSCIA). BJS will conduct the survey with all 49 state criminal investigative agencies (SCIAs) with the goals to understand 1) the role of SCIAs in investigating use of force cases for other law enforcement agencies, and 2) the data elements these agencies collect on incidents and their outcomes. This project is being conducted to determine if the SCIAs collect nationally representative data on use of force outcomes or case dispositions, which could be used to measure excessive force. These data could be used to meet the requirements of Section 210402 of the Violent Crime Control and Law Enforcement Act of 1994 (VCCLEA), which specifically requires the Attorney General to acquire data about the use of excessive force by law enforcement officers.
